It would be hard to conceive of a sovereign more perfectly fitted to carry England througli the critical period to which she had come than was Elizabeth. In her real character, underlying the frivolity which she showed on the surface, she was hard as steel, coldly intellectual and instinctively able to see the best policy to be pursued under the circumstances. She was influenced by no large visions, except that of preserving England and winning the deserved love of her people. When she ascended the Throne there was need of great caution, for England was distracted within herself and lay absolutely at 'the mercy of her enemies without. To calm the internal strife a Prayer Book was put forth, which while based on the extreme Protestant Book of 1552, contained some of the most important features of the Book of 1549. This was required to be used by the Act of Uniformity of which it was a part. The next matter of importance was the filling of the Sees. Of the twenty-five in the realm at that time, ten were vacant because of the death of their occupants in a plague which swept the land in the last months of Mary's reign, and fourteen were rendered vacant by the refusal of their holders to accept the new order of things. This left only one diocesan Bishop in the land. But there were a number of Bishops living who had been dispossessed at the accession of Mary because of their Protestant leanings. Four of these were therefore appointed to consecrate Matthew, Parker as Archbishop of Canterbury and he was accordingly consecrated in Lambeth Chapel, with due observance of all the canonical and legal requirements.
